The announcement came Monday afternoon from the partnership, a Middle Georgia agency focused on supporting Robins and its assigned units and missions.
Miner will surrender her civil service position on base and assume the new role early next year.
She will join retired Air Force Maj. Gen. Bob McMahon who is president and chief executive officer for the partnership.
Miner said she had worked closely with McMahon before he retired last June as Warner Robins Air Logistics Center commander.
"This was a great opportunity and hard to pass up," she said by telephone Monday. "Gen. McMahon is a smart, strategic thinker and it's exciting to be part of the team."
Miner, a captain in the Air Force Reserve, said McMahon is likely to be focused on the Washington D.C. aspect of the partnership agenda.
"This will enable me to be more of the local face for the organization," she said. "The general will need someone to help with day-to-day activities."
Teamwork will be very important in the future for the partnership and for Robins, Miner noted.
"With the defense budget tightening, every base is in store for a look," she added.
Brad Fink, partnership chairman, said Miner's selection helps the local support organization build the right team at the right time.
"In a resource constrained environment with shrinking defense budgets, we need to be in lockstep with local, state and federal leaders to ensure the long-term viability of Robins," Fink is quoted in the partnership announcement.
Miner has a master's in management and public relations from the University of Maryland.
